S. Kelly Gilliam

Kelly Gilliam is a member of the firm’s Construction Service Group with a focus in Occupational Safety and Health (“OSHA”) compliance and disputes as well as the Employment Law Service Group. Kelly is former General Counsel of the Kentucky Labor Cabinet, Department of Workplace Standards (“Kentucky OSHA”). He now represents employers in contesting OSHA citations, navigating OSHA inspections, and advising and training employees in OSHA compliance.

Kelly also advises owners, contractors, subcontractors, design professionals, and materials suppliers in all phases of the construction process, including disputes and litigation.

Kelly previously was an attorney with Stites from 2015 to 2018 before becoming General Counsel of the Kentucky Labor Cabinet, Department of Workplace Standards. Prior to that, he served as a law clerk to Justice Bill Cunningham of the Kentucky Supreme Court.

Kelly enjoys playing golf, backpacking, and spending time with his wife and two sons -- in no particular order. Kelly is also an avid college basketball fan.
