Raising the bar on the community benefit standard for non-profit healthcare providers

While the objective of redesigning Form 990 and adding the new Schedule H is to improve compliance and provide transparency, it still remains as to whether the Form allows the IRS to objectively gauge whether non-profit hospitals are operating in a manner deserving of a tax-exempt status.
