 Increased development primarily in traditionally rural areas has resulted in a corresponding increase in water quality related construction issues.  Stormwater requirements have increased and are a central focus at both the federal, state and local levels.  The general permit for construction stormwater has morphed from a simple requirement to use best management practices (BMPs) in 1992, to a very complex and complicated process.  Construction stormwater violations are the most frequently cited violations by the Tennessee Department of Environment and Conservation.
